Even when your FotoPass market shows Украина, a Россия Водительские права must still meet Россия photo law for that document — local domestic sizes are a different product.
This article is scoped to Россия Водительские права as a Россия driving-licence / DMV-style photo (35 × 45 mm, Белый). Passport, green-card and visa essays stay on their own URLs.

Why Украина prints fail Россия licence desks
A 35 × 45 mm Украина travel print does not become a legal 35 × 45 mm licence photo by trimming one edge.
Licence desks also reject glasses glare and outdated likeness more aggressively than some passport counters.
