Why Россия defaults fail Украина ID checks
A 35 × 45 mm Россия print is not automatically a valid 35 × 45 mm ID crop for Украина Удостоверение / Права.
Registries want a plain Светло-серый field and a current likeness — not a reused travel JPEG.
