Even when your FotoPass market shows Hrvatska, a Kina Vozačka dozvola must still meet Kina photo law for that document — local domestic sizes are a different product.

Why Hrvatska prints fail Kina licence desks
A 35 × 45 mm Hrvatska travel print does not become a legal 32 × 22 mm licence photo by trimming one edge.
Licence desks also reject glasses glare and outdated likeness more aggressively than some passport counters.
