Even when your FotoPass market shows Nederland, a Nieuw-Zeeland Rijbewijs must still meet Nieuw-Zeeland photo law for that document — local domestic sizes are a different product.

From Nederland: selfie → Nieuw-Zeeland Rijbewijs selected → upload → send the export to the Nieuw-Zeeland licence portal or counter — not a recycled travel JPEG.
Why Nederland prints fail Nieuw-Zeeland licence desks
A 35 × 45 mm Nederland travel print does not become a legal 35 × 45 mm licence photo by trimming one edge.
Licence desks also reject glasses glare and outdated likeness more aggressively than some passport counters.
